I think that at the beginning Modred did want a fight to be the final end point; however, since he finally did agree to a treaty I think he was ready not to fight. I think that by having the knights strike at first sign of an empty sword he was preparing for this though.
this may be another place where I wonder ... does it matter? Or is this a moment when the text suggests that Fate or Destiny is going to ensure that events are going to turn out a certain way regardless of what someone's intention is.
I think that he was not planning on fighting. I do not think his end goal was to fight but like Grace said, he was prepared to do so if need be. Although I agree with Dr. MB saying that it felt like they would end up fighting regardless.
